Angela Lang-Horgan

Angela has over 20 years’ extensive VAT experience in Germany and the UK. Having worked in in-house positions and as an external consultant, she is an expert in translating the requirements of VAT Law into business practice. Due to Angela's legal and tax background, she can provide clients with legally complex answers and solid practical VAT advice. Angela has worked for blue chip companies and start-ups spanning a wide variety of topics and sectors (e.g. aerospace, automotive, construction, healthcare, property, technology, telecommunications). Angela has considerable international experience,  advising on issues in various local VAT systems, and has worked on site in Japan, Singapore, Belgium and USA (as well as Germany and the UK). 

Angela is a qualified professional in both Germany and the UK: a German Lawyer (Rechtsanwältin, first admitted to the Rechtsanwaltskammer (Bar Association) in Munich in 2001), a German Chartered Tax Adviser (Steuerberaterin, admitted to the Steuerberaterkammer (Chartered Institute of Taxation), Nuremberg, a British Chartered Tax Adviser and a Fellow of The Chartered Institute of Taxation, London (FCTA). She is also a member of the Indirect Taxes Committee of The Chartered Institute of Taxation, a member of the Technical Committee of the VAT Practitioners' Group and a member of the UmsatzsteuerForum e.V., the German VAT association. She has been involved in consultations regarding changes to the UK VAT law, for example in view of VAT grouping and the reverse charge on construction services.

Angela further represents The Chartered Institute of Taxation at the Indirect Taxes Committee of CFE Europe, a Brussels based organisation which brings together 33 national organisations of tax advisers in 26 European countries with more than 200,000 members and strives to contribute to the coordination and development of tax law in Europe.

Angela regularly publishes articles in well acclaimed British, German and international tax and VAT magazines (e.g. Tax Journal, Taxation, Deutsches Steuerrecht, MehrwertsteuerRecht, Umsatzsteuer-Rundschau and International Tax Review). Some of her articles have been acknowledged by the Court of Justice of the European Union and by the highest German tax court, Bundesfinanzhof, as well as recited in Parliament in the UK. Please find a list of her publications here. She also conducts seminars for Verlag C.H. Beck, one of best known names amongst German legal publishers, about UK VAT law in German. The seminars are CPD compliant with the German professional laws for specialist lawyers (§ 15 FAO).
